The selection of instruments shall be based on the requirements of technical documents such as regulations/specifications/standards for equipment.

The technical contents of the procurement documents shall be reviewed and approved before being issued.
 
Application information as detailed as possible: such as name, quantity, amount, model specifications, measurement range, accuracy and other technical indicators, accessories, software, manufacturers, etc.

Acceptance of 2. instruments and equipment




The acceptance of instruments and equipment is the end of the purchase process of instruments and equipment and the starting point of routine management of equipment.
Acceptance is the process of understanding the technical performance of instruments and equipment and establishing original files. Includes the following four steps:
1. Preparation: Find and be familiar with technical standards, formulate detailed acceptance plans (mainly including which indicators to accept, what methods to adopt and which standard substances to use), and select professional institutions or personnel with technical ability to carry out performance tests.
2. Check vouchers: In order to ensure that the purchased instruments and equipment are consistent with the instruments and equipment to be purchased, the production unit, name, model, specification, batch number, quantity, etc. described in the packing list shall be checked with the purchase documents, and the performance described in the technical data shall be checked to see if it is consistent with the required technical indicators.
3. Physical inventory:
3.1 quantity inspection and appearance inspection: check whether the quantity of equipment, accessories and accessories is correct, whether the appearance is in good condition, and whether the factory certificate and warranty are attached.
3.2 internal quality inspection: the focus is on whether the measurement performance meets the requirements and whether the function is normal. Usually by selected professionals, for large, sophisticated, expensive equipment. Usually, the supplier sends technicians to carry out the debugging, and then the acceptance party confirms the test results according to the acceptance plan.
4. When the acceptance is unqualified.

Construction of 3. instruments

In order to master the technical status of instruments and equipment, to ensure the accuracy and reliability of the test data, to facilitate the investigation and analysis of the causes of the detection of accidents, the dynamic management of instruments and equipment, the establishment of a complete file is very necessary.
Specific content:
1. The name, model, manufacturer, purchase price, purchase date, factory number, fixed asset number of the unit, custodian, place of placement, and current status of the instrument and equipment (in use, disabled, scrapped);
2. Instructions, if foreign language instructions should have the Chinese translation of the use method and operation part;
3. Record of verification/calibration of instruments and equipment, including verification/calibration date, certificate, period and verification/calibration unit;
4. Application for purchasing instruments, instrument packing list, instrument acceptance list, instrument acceptance date and acceptance record, instrument opening date;
5. Record of instrument and equipment use. Maintenance records, period check records, instrument and equipment damage, failure, repair records, storage location change records and instrument and equipment scrap records.

 

In particular, the use of instruments and equipment should be recorded, and the notebook should be placed near the instruments and equipment. Each use should be carefully and truthfully record the date of use, use time, users, etc., and regularly archived, so as to understand the status changes of instruments and equipment at any time, to determine whether it is normal.

Status identification of 4. instruments and equipment


The identification management of instruments and equipment is one of the measures to check that the instruments and equipment are under controlled management, and the laboratory instruments and equipment shall be subject to identification management. Includes property identification and status identification.

Green mark: the instrument and equipment are qualified after metrological verification/calibration (including self-calibration). Confirm that it meets the requirements for use. (Qualified)
Yellow mark: The instrument and equipment are partially defective, but can be used within the specified range. Including: multifunctional inspection equipment, some functions are lost, but the functions used for testing are normal and qualified by verification/calibration; The accuracy of a certain range of test equipment is unqualified, but the range used for testing is qualified; Instruments and equipment used after degradation. (allowed)
Red mark: instruments and equipment cannot be used at present, but can be used after verification/calibration or repair, not waste and sundries that are not needed by the laboratory. (Deactivation) includes: damaged instruments and equipment; Instruments and equipment are unqualified after verification/calibration; The performance of instruments and equipment cannot be determined; Instruments and equipment have not been verified/calibrated beyond the cycle; Not meeting the use requirements.

 

Some equipment that is not directly related to the measurement data, such as air conditioners, transformers, etc., have normal functions. It is not appropriate to paste yellow signs. Generally, green signs are pasted and marked with "non-measurement" to show the difference. Some are directly marked with "normal function.

 

The laboratory can design the calibration status identification according to the needs, and specify its scope and method of use in the corresponding documents.

Use and maintenance of 5. instruments and equipment

Use: The performance, efficiency and service life of instruments and equipment depend not only on the technical factors at the time of purchase, but also on the management status, workload, use environment and other aspects.
Do the following aspects:
1. SOP: generally includes instrument name, performance purpose, operation steps, inspection methods (including startup, shutdown, operation inspection and period verification), maintenance, etc.
2. Qualified personnel V shall be equipped with qualified management personnel, users and maintenance personnel. The management, use and maintenance personnel of instruments and equipment must undergo professional and technical training to master "manage equipment, use equipment, repair equipment" and "use, maintain, inspect and troubleshoot" and "three good and four meetings"
3, according to the performance of instruments and equipment reasonable arrangement of work tasks and workload.
4. Create a good working environment, temperature and humidity, anti-corrosion, ventilation, cooling, etc. for instruments and equipment

Maintenance: In normal use of instruments and equipment, due to the influence of various external and internal factors, such as normal wear and aging of spare parts, the working performance of instruments and equipment will be changed. In order to ensure its normal operation and prolong its service life, the equipment management department and the user department of the laboratory should do a good job in the maintenance of the equipment.
According to the workload and difficulty, it is divided into two categories: 1. Routine maintenance: the work is routine, and the personnel who keep or use the instruments and equipment should often implement cleaning, dustproof and charging measures, and maintain them on schedule. 2. Special maintenance: according to the use of instruments and equipment, some accessories shall be disassembled, repaired, cleaned, inspected and adjusted during the operation of instruments and equipment. This work should be carried out by experienced staff. When necessary, the manufacturer completes.

Modification and scrapping of 6. instruments and equipment


Transformation: when the equipment needs to be modified due to the defects of the equipment itself or according to the requirements of the instrument for work expansion, feasibility analysis should be carried out, and the modification scheme should be reviewed by the technical responsible personnel and implemented after approval. After modification, it must be verified/calibrated before it can be put into use.

Scrap:When the instrument and equipment can not be repaired, or is not applicable, it shall be scrapped according to the prescribed procedures. Scrapped equipment shall be removed from the test site and disposed of in a timely manner.
